Procrastination and Launching: Why Entrepreneurs Delay What Matters Most

There is a characteristic paradox common to most entrepreneurs. Urgent tasks—answering emails, handling operations, launching ad campaigns—are completed quickly. Important tasks—speaking with a key client, rewriting strategy, finally launching a product—are postponed for weeks. The individual realizes this, gets angry with themselves, promises to start on Monday, and then proceeds to do the urgent instead of the important all over again.
This is not a question of character or discipline in the traditional sense. It is a predictable consequence of how human value assessment is structured over time. Over the last thirty years, behavioral economics and psychology have accumulated enough data to explain this mechanism—and offer concrete tools to bypass it.
Why the Brain Devalues the Future Non-Linearly
Let’s start with the basic mechanism. Classical economic theory assumes that people discount future benefits linearly—that is, at a constant rate. If a win a year from now is worth 90% of its current value to you, then a win in two years should be worth 81% (90% of 90%). It is logical and symmetrical.
The problem is that human beings are not wired that way.
In 1997, David Laibson of Harvard University published the paper "Golden Eggs and Hyperbolic Discounting" in the Quarterly Journal of Economics, which became a foundational work in behavioral economics. Laibson showed that human discounting is actually hyperbolic, not linear. This means the following: the value of a reward drops sharply over short intervals (now vs. tomorrow or next week) and much more slowly over long ones (a year from now vs. two years from now).
A practical consequence is that a person behaves inconsistently over time. Today, they plan to start an important project on Monday. When Monday arrives, they delay it again—because at that moment, the choice between "starting right now" versus "starting tomorrow" becomes the same choice between the immediate and the deferred, and the immediate wins again. This is known as present bias: people are patient when planning for the distant future but impulsive when making choices right now.
For an entrepreneur, this explains a persistent pattern typically attributed to laziness or lack of willpower. Launching a product, negotiating with an investor, or firing an employee who is no longer performing—all these are tasks with deferred rewards and an immediate psychological price (discomfort, uncertainty, effort). The brain discounts these more heavily than tasks with immediate rewards, such as answering a message, solving an operational issue, or participating in a call. Therefore, the important consistently loses to the urgent—not because the person does not understand priorities, but because their assessment system is structured this way.
The Procrastination Formula: What Steel’s Meta-Analysis Shows
In 2007, Piers Steel of the University of Calgary published a meta-analysis in Psychological Bulletin titled "The Nature of Procrastination: A Meta-Analytic and Theoretical Review of Quintessential Self-Regulatory Failure." It is one of the most comprehensive reviews on the topic, covering 691 correlations from hundreds of studies.
Steel combined the results into a formula he called the Temporal Motivation Theory:
Task Utility = (Expectation × Value) / (Impulsiveness × Delay)
(Note: In the original, the denominator includes 'Impulsiveness' as the sensitivity to delay).
Read this as: the higher the expected success and the value of the result, the greater the motivation. The further away the reward is in time and the more sensitive a person is to delay, the lower the motivation.
Several non-trivial conclusions follow from this formula.
First, procrastination is not laziness. Strong predictors of procrastination identified in the meta-analysis were: task aversiveness, low self-efficacy (confidence in success), impulsiveness, and high sensitivity to delay. Neuroticism, rebelliousness, and sensation-seeking, by contrast, showed only a weak connection to procrastination. A person procrastinates not because they are lazy or irresponsible, but because the task is unpleasant, they are unsure they can handle it, or the reward is too far away.
Second, the deadline matters independently of importance. In Steel's formula, the time until the reward is in the denominator—meaning the further away the result, the lower the motivation to do it right now, regardless of the task’s actual importance. This explains why strategic tasks without a deadline always lose to operational ones with a deadline; the operational ones have a near-term deadline, while strategic ones have none at all.
Third, self-efficacy (the confidence that you can handle it) is one of the strongest predictors of procrastination. Tasks for which a person lacks confidence are systematically postponed. For an entrepreneur, this is critical: the most important, unconventional, and anxiety-inducing tasks—those where the outcome is uncertain—are the ones most frequently delayed.
According to the meta-analysis, procrastination negatively correlates with performance (r = −0.19). This is a moderate but persistent effect—it does not disappear across different samples and methodologies.
Why Entrepreneurs Are Especially Vulnerable
The standard environment for an employee contains built-in mechanisms against procrastination: externally set deadlines, regular meetings, reporting to a supervisor, and social pressure from colleagues. A delay is visible and has consequences.
An entrepreneur has few or no such mechanisms. They set their own deadlines, report to themselves, and decide what is considered urgent. With such autonomy, hyperbolic discounting operates at full force: without external pressure, the brain regularly chooses the immediately pleasant over the strategically important.
Add to this the specific nature of entrepreneurial tasks. Launching a new product, making the first call to a major client, or talking to an investor—these are all tasks with high uncertainty and high psychological risk. Following Steel's formula: the value is high, but self-efficacy is low (it is unknown how it will go), the timeline is vague (it can be done next week), and task aversiveness is high (it is anxiety-inducing). The utility according to the formula turns out to be low—and the brain logically chooses something with a higher subjective utility right now.
Therefore, procrastination among entrepreneurs is not a character flaw. It is a rational response of the nervous system to tasks whose structure inherently provokes delay.
What Really Works: Gollwitzer’s Implementation Intentions
The best-studied tool for bridging the gap between intention and action is the implementation intentions method, developed by Peter Gollwitzer of New York University.
In 2006, Gollwitzer and Sheeran published a meta-analysis of 94 independent studies of this method in Advances in Experimental Social Psychology. The average effect size was d = 0.65—a medium-to-large effect by the standards of psychological research.
The essence of the method is simple and disarmingly concrete. A standard intention looks like: "I want to do X." Implementation planning adds an "if-then" structure to it: "If situation Y occurs, I will do X."
For example: instead of "I want to call a potential client," use "If it is 10:00 AM tomorrow and I am at my desk, I will call Ivan Petrovich." Instead of "I want to sort out the strategy," use "If the team meeting ends on Friday, I will open the strategy document and write at least one paragraph."
The mechanism of action is explained in Gollwitzer’s research: the method works through two processes. First, it increases the accessibility of the trigger situation in memory—when the "if" arrives, the brain automatically recalls the planned action. Second, it automates the action itself—it becomes tied to a specific stimulus and does not require a conscious effort of will every time.
This works directly against hyperbolic discounting. Implementation planning "brings" the future action closer to the present, making it concrete and tied to a specific place and time—instead of a vague "someday."
Three Variables You Can Change
Returning to Steel's formula, it follows that you can attack procrastination from several angles without relying solely on willpower.
Shorten the distance to the reward. Time until the reward is in the denominator of the formula. If you break a large task into small steps with intermediate results, the distance to the nearest "reward" shrinks dramatically. This is not time management for the sake of time management—it is a direct intervention in the discounting mechanism.
Increase self-efficacy by lowering the barrier to entry. One of the strongest predictors of procrastination is low confidence in success. The task "launch a product" is intimidating; the task "write three lines of a product description" is not intimidating at all. Initial actions should be so small that confidence in completing them is nearly 100%.
Reduce task aversiveness. The less pleasant a task is in the process, the higher the procrastination. Sometimes changing the context (a different location, a different time of day) helps; other times, combining it with something pleasant (working on strategy in a cafe, not in the office) works. These are not tricks, but direct interventions on the "task aversiveness" variable in the formula.
Add an external deadline. The crudest but most effective tool. An external commitment—a public promise, a meeting with a partner where you must show results—creates a deadline where there was none. This is not about self-discipline, but about changing the structure of the task: the reward (approval, avoiding embarrassment) becomes closer.
What Doesn't Work
The idea of "just pull yourself together" does not work. Hyperbolic discounting is not a characteristic of a weak personality; it is how the brain is structured. Willpower helps, but it is limited and depletes. Relying solely on it means losing in the long run.
The idea of "I'll do it when I'm ready" does not work. Self-efficacy for entrepreneurial tasks almost never reaches the level of "fully ready"—there is too much uncertainty. Waiting for readiness is procrastination with a rational justification. Gollwitzer’s data shows the opposite: action reduces anxiety, rather than anxiety receding on its own before action follows.
Systematic rescheduling instead of taking action also does not work. One of the most common ways to procrastinate on an important project is to constantly restructure it, update a task tracker, or read materials on the subject. This activity creates the feeling of progress, but it is not progress. According to Steel's formula: the utility of such behavior is high (immediate, visible, pleasant), so the brain prefers it.
Summary
Procrastination among entrepreneurs is not a question of character. It is a predictable consequence of the fact that the most important tasks are structured in a way that encourages the brain to delay them: the reward is distant, uncertainty is high, the process is unpleasant, and there are no external deadlines.
From this follows a practical rule: fighting procrastination with willpower is a losing strategy because you are fighting a property of your nervous system. A working strategy is to change the structure of the task so that the discounting mechanism works for you, not against you. Bring the reward closer, lower the entry threshold, add an external deadline, and tie the action to a specific situation.
Steel’s formula and Gollwitzer’s method provide concrete levers for this—not "be more disciplined," but "change the task parameters."
